During his 20 years as a coach, Harter has worked at some of college basketball's premier programs and has operated numerous successfull basketball camps. In ten seasons as head coach, Harter, the all-time coaching leader at Pace in winning percentage, has led the Setters to two NCAA Tournament appearances. In 1999, Harter was named the NIT/NY Met Basketball Writers Coach of the year after leading Pace to its second Tournament appearance in school history.

Harter's coaching career began at the University of Alabama-Birmingham in 1989 under Gene Bartow, and during his two seasons at UAB, the Blazers made NCAA and NIT tournament appearances. From UAB, Harter joined Perry Clark's staff at Tulane. Harter helped guide Tulane to consecutive NCAA tournament appearances and served as Director of the Tulane Basketball Camp.

Harter was also director of his own Youth Basketball Camp in New Orleans. Before beginning his coaching career, Harter worked at the NBA's league office for three years. Harter has been around basketball his entire life. His father, Dick, was a successful college coach at Penn, Oregon and Penn State, and has coached in the NBA more than two decades.
